December 4th Meeting of the Cass County Commission:

The meeting resulted in the adoption of a clarification with respect to rules governing pet breeders, horse owners and boarding kennels. The Commission approved the Clarification submitted by Lee Morris on behalf of the County.  Each rule was reviewed and questions were asked with respect to the timing of the enforcement of the clarification and when the revised home occupation permit would be ready for breeders and horse owners who breed and board horses.  For more information on the Clarification, visit the www.casscounty.com website and scroll down on the left side of the website until you locate the  Clarification. 

  An overview of the clarfication basically indicates that the County has created an under 20 acres and over 20 acres requirement.  Those over 20 acres will have to meet guidelines for state permits if they are breeders, boarders, etc. and those under 20 acres will have to file for special use permits if they don't apply during the grace period which will begin shortly and expire during the early part of 2009. Both groups will have to apply for a home occupation permit which requires a $50.00 fee unless you apply during the grace period. I you do, the County has indicated the fee will be waived.

As an organization, your support has led to these changes. Meeting and agendas are on the county website. Soon the ordinances will be posted.  The county is taking into consideration placing ads in more newspapers so that everyone will know when the meetings are and what they are about. The county met with us to get a better understanding of what we wanted and appears to have adopted much of what we asked them to do. Special Use Permits will not be required of kennels or horse breeders/boarders over 20 acres.

Revised Home Occupation Permits should be available soon. It is imperative that all breeding/boarding kennels under 20 acres apply immediately for your permits.  You must do this even if you are licensed with the state.  If you are over 20 acres, you should do the same as your special use permit will no longer be required.
