Our Goals

a. Grandfather existing rural businesses to include boarding and breeding and existing rescue kennels from special use permit reviews that may impact previously established business/rescue operations.

b.  EXCLUDE properties of 40-acres or more that are zoned agricultural from building codes normally imposed on city/urban properties  as long as properties are engaged in farming or raising/caring for animals normally covered by state regulation.
 
c.  Revise special use permit requirements for all properties zoned agricultural using the guidelines posted above.

d.  Work to eliminate confusion with respect to ordinances and rules that aren' readily available to the residents of Cass County.


2. Animal Ordinance:

a.  Eliminate limit of 4 dogs/cats in rural areas (out of the city limits") and replace with the state licensing requirements.     http://www.sos.mo.gov/adrules/csr/current/2csr/2c30-9.pdf

3. Permit changes - Should state rules not be adopted:

a.   Access only allowed during business hours, when the property owners are in residence and with prior advance notice of at least (7) business days that is confirmed with the property owners. 

b.  Once a special use permit is approved, it is not renewed/approved on an annual basis.

c.  Puppies/kittens under 180 days old do not count as adults.

4.  Act As An Advocate for Cass County Residents Seeking Change In County Codes by:

a.   Responding to questions or concerns of  Cass County Residents 

b.   Writing or talking to Cass County officials on behalf of Cass County citizens,  when warranted. 

c.   Promoting adequate notice in several papers when rules/ordinances/regulations might be changed and encourage a public comment period.

d.  Promote updated, on-line regulations and ordinances so that Cass County residents have a clear understanding of what is expected of them with respect to zoning, building, special use permits and establishing a business in Cass County.

e.  Promote  a  customer friendly attitude at all levels of Cass County government while keeping in mind that county officials and Cass County citizens may not always agree.
